One such story unfolded at the SPCA Westchester shelter, where a heartbreaking discovery was made one ordinary day.
Shelter workers were shocked to find a mother dog and her puppies abandoned outside the facility.
The mother dog had been left with two of her puppies tied to her in a small, cramped crate, while the other two puppies were huddled together in a cardboard box nearby.
